Parking AND Enforcement

Effective parking management and enforcement are vital components of a well-organized, safe, and accessible community. This section is dedicated to providing you with the essential information you need regarding parking regulations, policies, and enforcement efforts in our area.


Parking is a fundamental aspect of urban life, impacting everything from local businesses and public safety to traffic flow and environmental sustainability. Our goal is to create a balanced parking system that meets the needs of residents, visitors, and businesses alike. This includes ensuring the availability of convenient parking spaces, promoting compliance with parking regulations, and maintaining the overall orderliness of our streets.

Ways to pay a parking ticket:

  1. Online at VillageofJC.com/Parking
  2. In-Person at Court Clerk Window; 2nd Floor
  3. Drop Box located in lobby; 1st floor

Parking ticket disputes must be initiated within 30 days of the date of issuance. Failure to pay the fine or dispute a parking ticket within 30 days of the date of issuance will be deemed an admission of liability, and a penalty of $15.00 will be added to the assessed fine. 


To Dispute a Parking Ticket online:

  1. Go to VillageOfJC.com/Parking
  2. Lookup ticket by plate number
  3. Click "Dispute Ticket" 
  4. Enter all required information in the form provided, as well as the reason for the dispute. You may add attachments by clicking the "Add Attachments" button.
  5. Click "Submit Dispute" button
  6. Await a response or notification from the Court regarding a date to appear in court. 


Other ways to Dispute a Parking Ticket:

  1. A written plea of NOT GUILTY shall be mailed to or taken to Johnson City Village Court, 31 Avenue C, Flr 2, Johnson City NY 13790 within 30 days of the date of issuance.
  2. Await a response or notification from the Court regarding a date to appear in court. 


NOTE: Ticket disputes cannot be heard or resolved at the police or court window.  Please follow the steps outlined above so your dispute can be heard accordingly.

Municipal Parking Lots:

All other Pay-to-Park areas:

  2. Pay at the Kiosk, if one is nearby
  3. Pay the traditional coin meter if your space has one


Parking transactions via the mobile app or kiosk are tracked by a "pay-by-plate" system where you don't need to display a receipt on your dashboard as parking enforcement will check your plate number against the system to verify payment. 


1) Download the free App:

  •  For iOS Users: Go to the App Store and search for “Flowbird.” Tap Get to download and install the app.
  • For Android Users: Go to the Google Play Store and search for “Flowbird.” Tap Install to download and install the app.


2) Create an Account:

  •  Open the App: Launch the Flowbird app on your device.
  • Sign Up: Tap on Sign Up or Create Account.
  • Enter Information: Provide your email address, create a password, and enter any other required details.
  • Verify Your Email: Check your email for a verification link and follow the instructions to verify your account.

 

3)Setting Up Your Account:


Add Your Vehicle:

  • Access Profile: Tap on the profile icon or menu.
  • Add Vehicle: Select Add Vehicle or Manage Vehicles.
  • Enter Details: Input your vehicle’s license plate number, make, and model.
  • Save: Tap Save or Confirm to add your vehicle to your account.


Add Payment Method:

  • Access Payments: Go to the payment or billing section in the app.
  • Add Payment Method: Select Add Payment Method.
  • Enter Details: Input your credit/debit card information or link a payment service (e.g., PayPal).
  • Save: Confirm and save your payment method.


4) Using the App to Park

Find Parking:

  • Open Map: Tap on the map icon to view nearby parking zones.
  • Search Location: Enter your location or destination in the search bar.


Start a Parking Session:

  • Select Location: Choose the parking zone where you want to park.
  • Choose Duration: Select the duration of your parking session.
  • Confirm: Tap Start Parking or Confirm to begin your session.
  • Payment: The app will prompt you to confirm payment. Verify and complete the transaction.


Extend or End Your Session:

  • View Current Session: Tap on the active parking session in the app to view details.
  • Extend Session: If you need more time, select Extend and choose the additional duration.
  • End Session: When you’re finished, select End Parking. The app will process your payment for the time used.


5. Managing Your Account

View Parking History:

  • Access History: Tap on the history or transactions section in the app.
  • Review Past Sessions: View details of your previous parking sessions and payments.


Update Information:

  • Edit Profile: Go to your profile settings to update your personal information or payment methods.
  • Manage Vehicles: Add or remove vehicles as needed.


6. Troubleshooting

Common Issues:

  • App Not Opening: Ensure your device has an active internet connection and that you’ve downloaded the latest version of the app.
  • Payment Problems: Check your payment method for accuracy and ensure you have sufficient funds.


Contact Support:

  • Help Section: Tap on the help or support section within the app for FAQs and contact options.
  • Customer Support: Reach out to Flowbird’s customer support team via email or phone if you need further assistance.


7. Additional Tips:

  • Enable Notifications: Allow notifications to get reminders about your parking sessions and updates.


Key Steps:

  1. Find the kiosk: Locate the parking kiosk near where you parked your car.
  2. Enter your license plate number:  Input your vehicle's license plate number on the kiosk screen.  
  3. Select parking duration: Choose how long you want to park using the provided options. 
  4. Pay for parking: Select your preferred payment method (credit card, debit card, coin) and follow the prompts to complete the transaction. 
  5. Confirmation: The kiosk will usually display a confirmation message and may print a receipt for your records. 


The kiosks operate on a "pay-by-plate" system where you don't need to display a receipt on your dashboard as parking enforcement will check your plate number against the system to verify payment.

 All Streets Village-Wide Time Limits outside of Pay-to-Park areas:

  • No vehicle shall be parked on any Village street for more than eight hours between 7:00 a.m. and 12:00 midnight. 
  • Commercial Vehicles:  No commercial vehicle with six or more wheels, tractor or tractor-trailer combination may park on any Village street for more than three hours unless loading or unloading. 


Additional On-Street Parking Regulations:

  • All vehicles parked on-street must have a current and valid registration and inspection certificate.
  • Except where angle parking is authorized, every vehicle stopped, standing, or parked upon a street shall be so stopped, standing, or parked within 12 inches of the curb or edge of the roadway. 
  •  Except where angle parking is authorized, every vehicle stopped, standing, or parked upon a street shall be so stopped, standing, or parked with the passenger side right-hand wheels of such vehicle parallel to the curb or edge of the roadway in the direction of authorized traffic movement. 


Stopping, Standing, Parking Prohibited:

  • Within 15 feet of a fire hydrant except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of emergency
  • On the roadway side of any vehicle stopped, standing, or parked (Double Parking)
  • On a sidewalk
  • Within an intersection
  • On a crosswalk
  •  In an officially designated and appropriately posted bus stop, except for an authorized bus.
  •  In any fire lane designated and marked as such.  
  • In front of or within three feet  of the edge of a public or private driveway, except that it shall be permissible for the owner, lessor or lessee of the lot accessed by a private driveway to park a passenger vehicle registered to him/her at that address in front of such driveway, provided that such lot does not contain more than two dwelling units and further provided that such parking does not violate any other provision of the Vehicle and Traffic Law or local law or rule concerning the parking, stopping or standing of motor vehicles.

Be prepared to provide information regarding the vehicle's description and plate number.  The violation must be observed by a parking enforcement officer or police officer in order for a ticket to be issued.  


 

Parking Permits allow a vehicle to park in metered spaces in municipal parking lots and at on-street meters except for Main, Harrison, Baldwin, Hudson Streets, Park Place, or in the Main St Lot.  


Parking permits are required for any vehicle parked in a municipal parking lot between 2AM - 6AM.  

*Note that parking permits do not exempt a vehicle from time-limits at metered spaces.

  2. Encourages Efficient Use of Space: By implementing paid parking, we can encourage turnover in high-demand areas. When parking spaces come at a cost, drivers are more likely to park for shorter durations, allowing more people to access limited parking spots.
  3. Funds Maintenance and Improvements: Revenue from the people who use the parking help subsidize the cost to provide the parking such as pavement repairs, signage installation, regular cleaning, lighting upgrades, line markings, parking management systems, and the salaries of parking enforcement officers, as well as maintenance and equipment. By ensuring that these vital services are funded through parking fees, we can maintain a higher standard of safety, accessibility, and cleanliness within our parking facilities, ultimately enhancing the overall experience for all users while also not burdening the full costs on the local tax payers. 
  4. Reduces Congestion: Paid parking can help alleviate traffic congestion caused by drivers circling around blocks in search of available parking. A clear expectation of paid parking encourages drivers to plan their parking in advance, contributing to smoother traffic flow.
