The Parking Enforcement Division is primarily responsible to ensure that motorists comply with local parking laws and ordinances and issue tickets for violations on all Johnson City streets and municipal parking lots. In addition to monitoring violations, parking enforcement is also responsible for maintenance of the parking meters and meter money collection.
Effective parking enforcement provides for the safe and efficient flow of traffic and also improves pedestrian safety by keeping crosswalks and street corners clear of parked cars. Parking enforcement also improves the turnover of parking spaces in the downtown business district. This is critical to the health of our business community, because if a visitor can’t find a place to park, they may choose to take their business or leisure elsewhere. Enforcement of all designated handicap parking spaces in Johnson City is also a priority to help ensure the spaces are not abused and are available to those who have a handicap parking placard.

Be prepared to provide information regarding the vehicle's description and plate number. The violation must be observed by a parking enforcement officer or police officer in order for a ticket to be issued.

To challenge a ticket, a written plea of NOT GUILTY shall be sent to the VILLAGE COURT within 30 days of the date on the ticket.
Failure to pay the fine or contest the ticket within 30 days of the date of issuance will be deemed an admission of liability, and a penalty of $15.00 will be added to the assessed fine.
Parking Permits allow a vehicle to park in metered spaces in municipal parking lots and at on-street meters except for Main, Harrison, Baldwin, Hudson Streets, or Park Place. Parking permits are required for any vehicle parked in a municipal parking lot between 2AM - 6AM.
*Note that parking permits do not exempt a vehicle from time-limits at metered spaces.
